       The hurricane Katrina of 2005 cursed a devastating damage and unpleasant memories to the worst hit victims and their families. Jackson, Hancock, and Harrison are counties in Mississippi; the devastating impact was felt more by these three counties. In handling or salvage the situation in Mississippi, I will prefer to use strategies such as planning before the disaster and the use of ICT technologies for effective communications from victims to outside world or from families to victims.

       Disaster sometime may come unannounced, so planning for unforeseen or seen disaster is one of the best options, government agencies such as; the Federal Emergency Management Agency (FEMA) and the Red Cross most take as utmost importance. Planning in this situation helps to handle disaster more or almost accurately. Also in carrying out these plans, effective training must be given to every disaster management agencies.

       One other very important strategies I will use in these situations is the use of ICT technologies for effective communications, because almost every disaster comes with a devastating loss of life and properties, in most cases during a disaster, there is usually loss of communication between the victims and the various emergency agencies or even from victims to the members of their families. The use of ICT can also help to reduce life and properties, most time, before or during the crisis there is usually loss of power supply (electricity), disconnection of telephone services and mobile phones services are common.  The telephones or mobile phones are usually not connected due to the network disconnection or they appear to be congested because of so much traffic on the network. (Bejuri, W.M, Yaakob W & Mohamad, M. 2015). In order to have a robust, infective and reliable communication during or after a disaster, it is of utmost importance that the short-wave radio is used as one of the alternative means of communications during a disaster.

Relevant Plans to Alabama or Louisiana

      The elements of the plans for Alabama and Louisiana is for the installation or the use of Short-wave radio, it will be pretty good to install this ICT technology or equipment in both ends of the disaster-prone region and the possible disaster free region, the use of the short-wave radio is important because during disaster telephones or mobile phones are most time disconnected due to the ravaging force of wind that affects the network.

       The Short-wave radio has the capability to work in a long range, using the radio waves method to communicate. Anyone with the proper knowledge can hear the communications made via short-wave; this is possible because of the nature of radio wave propagation. Also, because of the reliance of short-wave radio communication equipment only on electrical power (i.e. which are gotten via solar, batteries, and other alternative means) and Earth’s ionosphere, which is right for some of the worst case emergency scenarios, (Bejuri, W.M, Yaakob W & Mohamad, M. 2015). It is also a technology that can resist disaster, by way of transmitting some equipment several kilometres away from the areas that suffer from total loss of information.

Missing Element

       For effective communication, the issue of language barrier needs to be considered. The various disaster agencies need to be familiar with the cultural background of the victims, as stated in the ethical standard for human services professionals that, “Human service professionals are knowledgeable about their cultures and communities within which they practice” (NOHS, 2015).
