Education In Indonesia” this can be finished well and just in time. This
paper was created with the aim of completing the final project of the TPB
course. The authors also thank all parties who helped both directly and

            The
author realizes that in its composition, this paper is still far from

CHAPTER I

INTRODUCTION

 

1.1
Background

            Education
is considered as the most valuable investment in the form of improving the
quality of human resources for the development of a nation. Often the greatness
of a nation is measured by the extent to which its people are educated. The
higher the education possessed by a society, the more advanced the nation. The
quality of education is not only seen from the grandeur of educational
facilities owned, but the extent to which the output (graduates) of an
education can build its nation.

            The
quality of education in Indonesia today is very concerned. Based on data from
UNDP, Indonesia is ranked 113 out of 188 countries in the world. The ranking is
ranked based on the HDI (Human Development Index) value that includes the value
of education, health, and income. This value is very apprehensive, considering
the ideals of Indonesia itself, as stated in the opening of the UUD 1945 is the
intellectual life of the nation. Of course, this is a challenge from the
nation’s leaders to realize the ideals of the nation with the support of the
people of Indonesia.

CHAPTER II

THEORY AND DISCUSSION

 

2.1 Quality
Education

            Education
is a learning process that aims to develop self-potential in learners and
realize a better learning process. This education aims to develop the
personality, intelligence and morals of students. Education is worth to
everybody since baby and lasts for life. The quality of education is a measure
of how well or poorly education is. In Indonesia itself, education is better
known as education

Education comes
from the Greek language “eduacare” which means to bring out the
stored in the soul of the child in order to grow and develop. Ki Hajar
Dewantara as a national education figure defines education as follows.
“Education generally means the effort to promote the growth of character
(inner strength, character), mind (intellect and body of the child).

Quality is the
description and overall characteristics of the goods or services that
demonstrate its ability to satisfy the needs expected by the customer. Sallis
(1993) defines quality in two perspectives, namely absolute quality and
relative quality. Absolute quality is a quality in the sense that no bias
negotiable or absolute. In absolute view, quality is defined as the best
measure according to the producer’s consideration in producing a good or
service. Meanwhile, according to relative quality is defined as the quality set
by the tastes of consumers. Thus a good or service can be called qualified by a
consumer, but not necessarily said quality by other consumers. This view of
quality implies that the goods or services produced must always prioritize the
suitability between persistence in absolute and relative perspectives.

Thus, the quality
of education is the level of how well the education services provided by an
institution. According to Ace Suryadi and H.A.R Tilaar, the quality of
education is the ability of educational institutions in utilizing educational
resources to improve learning abilities as optimal as possible.

 

2.2
Condition of Quality Education in Indonesia

            The
quality of education in Indonesia is still quite apprehensive. This can be seen
from Indonesia ranked 113 out of 188 countries, based on HDI data released by
UNDP in 2016. This is a challenge in achieving SDGs in 2030. Its main objective
is to ensure inclusive and equitable quality of education and to increase
learning opportunities for all. The causes of low quality education in
Indonesia are as follows.

·        
The Low Quality Of Physical
Facility

Many of our schools and colleges are damaged,
ownership and use of low-learning media, library books are incomplete. While
laboratories are not standard, the use of information technology is inadequate
and so on. In fact, there are still many schools that do not have their own
building, no library, no laboratory and so on.

·        
The Low Quality Of Teacher

The situation of teachers in Indonesia is also
very alarming. Most teachers do not yet have adequate professionalism to carry
out their duties as mentioned in article 39 of Law No. 20/2003 which is to plan
lessons, carry out lessons, assess learning outcomes, conduct mentorship,
conduct training, conduct research and perform community service.

·        
The Low Prosperity Of Teacher

The low welfare of teachers has a role in
lowering the quality of Indonesian education. With low incomes, it is clear
that many teachers are forced to do side jobs.This makes teachers do not focus
on teaching due to unwarranted welfare

·        
Low Student Achievement

Under such circumstances (low physical
facilities, teacher quality, and teacher welfare) the achievement of student
achievement becomes unsatisfactory.

·        
Low Education Oppurtunities

The opportunity to obtain an education is
still limited to elementary school level. The Balitbang Data of the Ministry of
National Education and the Directorate General Binbaga of the Ministry of
Religious Affairs in 2000 showed that the net enrollment rate for primary
school children in 1999 reached 94.4% (28.3 million students). The achievement
of this APM is a higher category. Pure Participation Rates Education at junior
high is still low is 54, 8% (9.4 million students). Meanwhile, early childhood
education services are still very limited. Failure of coaching at an early age
will certainly hinder the development of human resources as a whole. Therefore,
appropriate education equality policy and strategy is needed to overcome the
problem of inequality.

To solve the
problem of the quality of education that is far behind this, there are some
things to do, such as the following.

·        
Teacher Quality Improvement

Teachers are role models of students in
education. To have a qualified student, the teacher must also have good
qualities. The quality of teachers can be improved in various ways such as
following upgrading, ie increasing the skills of teachers to focus on their
respective professions, taking educational courses, reading more, doing
comparative studies, establishing good relationships with guardians.

·        
Upgrading of Materials

In education, material upgrades need
attention. Completed material can broaden students’ insights and knowledge.
Educators must be able to deliver materials according to the curriculum. Better
yet if it can link the material with something actual so that the students will
be more enthusiastic in responding to the material.

·        
Improved Use of Methods

The method is something that is used to
achieve the goal. The objectives in this regard are the delivery of the
material as well as the potential development of the students. Improvement of
this method means how educators convey material with something new so that
students are not bored and enthusiastic.

·        
Improvement of Facilities

Means are methods and techniques used to
achieve goals that can increase the effectiveness of communication and educational
interaction between educators and learners. Improvement of this facility needs
to be done by educational institutions such as procurement of learning media
and so forth. In addition, educators should also be able to take advantage of
existing facilities in order to support the learning process and improve the
quality of education.

·        
Improving the Quality of Learning

The quality of learning experienced by
learners is sometimes unstable, for example today is good, then tomorrow will
decrease. To overcome this, it is necessary to do various ways such as giving
stimuli that can increase the enthusiasm of learners to learn something.
Provide motivation to learn, which is useful as a stimulus that can grow and
develop interests and talents of learners. In addition, it can provide a form
of appreciation such as rewards for achievement and punishment that aims to
correct mistakes.

 

2.3 The Views Of Pancasila About Quality Education

            Pancasila
is the foundation of the state of Indonesia. Inside Pancasila contained values
that are used as guidance in life as Indonesian society. In the second
principle, there are values ??that become the character of the Indonesian
nation, namely humanity, just and civilized. Education is one of the media that
is very appropriate to train and instill this character to every next
generation of the Indonesian nation. At school, students will be taught to care
for each other and help to help others who are the meaning of humanity.
Students will also be taught to behave fairly, not discrimination and nepotism,
which is the meaning of justice. In addition, students will be taught mutual
respect, especially to the elderly such as teachers, as well as maintaining an
environment that is the meaning of civilized values. Therefore, good education
is one step to instill Pancasila to the nation of Indonesia.

In addition,
education is a right for all Indonesians. Like the ideals of Indonesia listed
in the opening of the 1945 Constitution is “to educate the life of the nation”.
Therefore, the value of the five principles of Pancasila should be applied in
education, namely “Social Justice for all Indonesians”. The point is quality
education is not only for the rich alone, but people who are not able to
materially are also entitled to get it. Because Pancasila does not regard
status as rich or poor, but all the same is the citizens of the republic of
Indonesia.

CONCLUSION

Conclusion

            Education
is a learning process that aims to develop self-potential in learners and
realize a better learning process. This education aims to develop the
personality, intelligence and morals of students. Quality is the description
and overall characteristics of the goods or services that demonstrate its
ability to satisfy the needs expected by the customer. Thus, the quality of
education is the level of how well the education services provided by an
institution. There are many factors that cause the low quality of education in
Indonesia like physical facility, low prosperity of teachers that cause low
quality of teachers, low oppurtunities to have education, low achievement and
so on. In Pancasila’s view, eduaction is important and all Indonesian people
have right to get education.
